TOWN OF OLD LYME
WATER POLLUTION CONTROL AUTHORITY
REGULAR MEETING
THURSDAY, MARCH 18, 2004


The Old Lyme Water Pollution Control Authority met on Thursday, March 18, 2004 at 7:30 p.m. at the Old Lyme Memorial Town Hall.  Those present and voting were Tom Risom (Chairman), Louisa Grogan (Secretary), Dimitri Tolchinski, Bob Gassman, Clayton Penniman, Mike Dickey, Joseph O’Connor, Roger Breunig and Mervin Roberts.  Also present were Ron Rose, Sanitarian, Mr. Peter Signore of Signore Sanitation and Mr. Lombardo of Pio Consulting.

Chairman Risom called the meeting to order at 7:30 p.m.

Chairman’s Report

Chairman Risom introduced Mr. Lombardo who presented the Nitrix denitrification and waste disposal system.  Mr. Lombardo proceeded to discuss the need for an over arching town wide sanitary waste management plan and then addressing certain aspects of the plan over the years.  He stated that it was his experience that the DEP would only see our efforts as haphazard until there was such a plan.  Of course he believes that Pio Consulting was perfectly suited to develop such a plan.  Another recommendation was to spend $5-10K on having Pio perform initial analysis of the soils, water levels etc. that would be used in the development of any plan.  This data would help us decide the scale of such a plan and the requisite funding.  He assured us that he would work with al the data the Jacobsen develops for us now.  Upon query, Mr. Lombardo revealed that Pio Consulting’s major product was consulting, but that they were a Nitrix distributor because they felt that the system provided one of the only true denitrification technologies.


Committee Reports

Regulations – Joseph O’Connor noted that he was determining what steps would be required to change the mandatory pump-out cycle from seven to five years.  It was likely that his committee could make a revision to the ordinance and that a town meeting would NOT be required.

Transfer Station – Bob Gassman noted that Shoreline Sanitation has yet to sign the contract with the town for the operation of the transfer facility.

Data – Mike Dickey noted that the data base was still not operating properly and that a new data dump had been requested from Shoreline Sanitation.   Shoreline in turn, had passed the request to Cashman Associates to create a file which could be loaded into the town’s database.

Budget – Louisa Grogan – 04/05 Budget Proposal was prepared and Ms. Grogan and Mr. Risom were presenting the budget to the finance committee on Tuesday, March 23, 2004.

Sanitarian’s Report

The Sanitarian reiterated that the Sheffield Brook issue is worsening and that we cannot delay addressing it any further.
Approval of Minutes

A motion was made by Mervin Roberts, seconded by Louisa Grogan and voted unanimously to approve the Minutes of the February 19, 2004 Regular Meeting.

At  9:40 p.m. a motion to adjourn was made by Joe O’Connor and seconded by Clayton Penniman; so voted unanimously.
